   No permissions are being changed.  Sometimes if I re-publish the file it starts working......

	Well that xml file just sits there. About the only reason it could not be loaded is if the permission on it changed. So it sounds like a very obscure error, but I guess I would suspect my ISP is changing permissions on this folder or file. Perhaps they have some automated routine that fixes the permissions or such.

	I randomly get this error on the shipping page. 'Could not load the intialization xml file.' It eventually fixes itself and then comes back. There is no reason that this error shows up. I have no idea what causes this. Any ideas?
