No permissions are being changed. Well that xml file just sits there. About the only reason it could not be loaded is if the permission on it changed. So it sounds like a very obscure error, but I guess I would suspect my ISP is changing permissions on this folder or file. I randomly get this error on the shipping page.

'Could not load the intialization xml file.'
