I have the same problem with frontpage 2003 on a winxp machine. The only difference is that I listed C:\Program Files\Microsoft Office as my office root instead of just C:\Program Files\. There is no indication of any order management plug in for my installation either.

During install of Order Mgt plugin I receive the error that it can not find my office or frontpage programs and to manually select the root folder. So I redirect the install to c:\program files and complete the install. Reboot, open Frontpage, File->New->and there is no template for the order mgt.
