Don't know if you have resolved your problem yet, but here are a couple of suggestions. First, have you checked out the Knowledge Base article 5487?
Second, did you contact the support folks at USPS and have them activate your license for the production server? This has been an ongoing problem and we still don't know how to solve it.

We don't get any shipping rates for USPS. I've checked the shippingini.xml file and the value is set to "True" and we have even updated our USPS web tools registration. Apparently they no longer require a password, so that has no value now.

How do we fix this????
