I don't understand. You should just edit the product link and modify it's settings. In Sales Cart Pro:

1) How would I change the price of an item (Static
Cart)?

Would I have to regenerate the Cart from scratch, and
go thru the whole setup process again, or just modify
an existing cart and replace certain files/scripts?

If it is just a simple regenerate and file replace, can you
tell me which files/scripts need to be replaced?
