I have some international customers who need to be able to
add the provinces and states from Latin American
countries.

The pulldown menu is limited to USA and Canadian states.

My solution is just to replace the drop down menu with a
text input box.

However, When I finalize the order it fails to pickup
anything entered into the text box.

Is there anything additional I need to modify besides
details.asp?
