I finally narrowed it down to the "reorder2.asp" page.If I'm adding items to my cart and happen to go to the "reorder2.asp" page without adding past order items to the cart, then my whole order will be free shipping.

I have Salecart v5.0 and I noticed after adding items to the cart and then proceding to the shipping page.It will only give you the "Free Shipping" option and not the other shipping options. Keep in mind, this happens at random times, but it usually works fine. I do have the "Free Shipping" option set at 1,000,000. I tried to find a particular pattern to cause this issue, but can't.
